Thanks for sharing your situation. I have tried to reproduce your scenario; and I did not see the same behavior as yours on both New Outlook and Outlook Web.

You can also try open the shared mailbox in a separated tab in Outlook web:
Additionally, can you please do a few small tests:
- Using the Move button instead of drag and drop.
- Test in another browser (use Edge if possible)
- Try in private mode.
If this issue is affecting multiple users in your company, please raise you concern to the IT admin. Let them know your situation and open a support ticket via Admin Center if needed.
