On Windows Insider builds, the correct fix depends on your Windows 11 build number.
If your device is on Windows 11 26H1 (build 28000) or later, Microsoft changed .NET Framework 3.5 so it is no longer enabled from Windows Features. In that case, please use the standalone installer in Install .NET Framework 3.5 on Windows 11. If your device is on Windows 11 25H2 or earlier, use the Windows Features method in Install .NET Framework 3.5 on Windows.
You can check your exact build with winver, as shown in How to determine which version of Windows you're using. If you already used the supported method for your build and it still fails, please check for a newer Insider build and file feedback through Windows Insider troubleshooting. If you share your build number and any install error code, I can help narrow it down further.
