Why does MS Defender VPN keep toggling on an off on my iPhone17 and interfering in internet access

Installed MS Defender on my new iPhone17 which created a VPN. Had use Defender on my previous iPhone14 without issue. The VPN on the new phone is constantly toggling on and off and by doing so drops my app and web connection on my phone to the point it is unworkable as a business tool.

I have deleted and reinstalled the MS Defender VPN several times, done a full shut down and restart of my phone, toggled the Connect on Demand button on and off and it makes no difference so have had to completely uninstall Defender on my iPhone which gives me some concern.

What is the issue between Defender and the current iOS system or specifically with the iPhone17? Want to mitigate risk with appropriate security software but this is currently unworkable.

    Microsoft Defender on iPhone uses a local VPN for Web Protection, so the VPN icon does not always mean your traffic is being sent through a normal VPN service. If it keeps switching on and off, it is usually caused by a stuck/old VPN profile after transferring phones, another VPN profile conflicting with it, or an iOS/Defender configuration issue. iOS can only have one device-wide VPN active at a time.

    Here are some suggestions you can try:

    First, remove the Defender VPN profile completely, not just the app. Go to Settings > General > VPN & Device Management > VPN, tap the i next to Microsoft Defender, then delete the VPN profile if that option appears. Restart the iPhone, reinstall Defender from the App Store, then let it create a fresh VPN profile.

    Also check whether any other VPN, security app, work profile, mobile device management profile, or private relay-type service is installed. If another VPN profile exists, it is recommended that you disable or remove it temporarily because iOS may keep switching between profiles.

    If this is a work-managed phone, ask IT whether Defender Web Protection or Microsoft Tunnel is being forced by Intune. In that case, the phone may keep re-enabling the VPN even when you turn it off manually.

    If the issue returns after a clean profile reset, leave Defender uninstalled temporarily and use built-in iOS protections, keep iOS/apps updated, avoid unknown links, and report it through Microsoft Support or your IT admin with the iOS version, Defender version, and screenshots. At that point it looks less like a setting problem and more like a compatibility/configuration issue with the current iOS/iPhone setup.
