Correct. Only Office Home & Business 2007 included Outlook.
I think that was originally part of an MS Enterprise package, but the disk and docs for that have been lost.
You may be out of luck. As far as I know, you need the original Outlook 2007 install media and product key to install on a new PC.
I avoid using any AI or 'Cloud' services and certainly do not wish to start paying for software on subscription!
You can still buy Stand Alone Perpetual License Office and Outlook. There are a couple of options:

Standalone Outlook 2024 (Not sure if this will play nice with your Office 2007 installed at the same time)

You can also get older versions of Office (2021, 2019) pretty cheap. Out of support, but as a 2007 user that is something you are used to. Just be sure you get the version that includes Classic Outlook and buy from a reputable seller.
