May I ask whether these files were downloaded from the internet or created locally? If they were downloaded, it’s possible that Windows is blocking them.
You can try unblocking the file by copying the problematic file to a local drive > right-clicking one of the affected Publisher files > Properties > on the General tab, look at the bottom. If you see an Unblock checkbox, tick it > click Apply > OK, then try opening the file again.
You can also try some other methods:
- Insert the file into a new publication: Open Publisher and create a blank document > go to the Insert tab > click Insert File (under the Text group) > browse to the problematic file and insert it. This can sometimes recover content if the file is partially corrupted.
- Open Publisher in Safe Mode: Hold down the Ctrl key and click the Publisher shortcut > keep holding Ctrl until prompted to start in Safe Mode > click Yes. Then go to File > Open and try opening the file. This helps determine whether the issue is caused by add-ins or the local environment.
- Change the default printer: Go to Settings > Bluetooth & devices > Printers & scanners > uncheck Let Windows manage my default printer > set Microsoft Print to PDF (or Microsoft XPS Document Writer) as the default printer > then try opening the file again.
