I did system>display>graphics and choose and then i pick performance(AMD Radeon HD 8600/8700m) in graphics and i noticed in my Task manager my performance GPU is 0%

The AMD Radeon HD 8600 card is very old from 2013, it does not support DirectX 12, what game(s) are you experiencing problems with on that card.

The best option is to completely remove the current AMD graphics driver using the widely available free DDU utility, then restart your PC and go to the AMD website to download and install a couple of slightly older versions of the AMD graphics driver to try to find a version that is stable on your system.

Download the widely available DDU utility, then boot Windows into Safe Mode, and run the DDU utility in there, accept the defaults in that app and it will remove the AMD graphics drivers.
