Thank you for reaching out, and I’m sorry for the difficulty this situation has caused.
Since the colleague who set up the subscription has left and the registered phone number is no longer active, the self service cancellation options may not work in your case.
If that is not possible and the monthly payment is still being charged to a card your organization controls, you may also contact your bank or card provider and ask them to block, replace, or cancel the card used for that subscription so future payments cannot continue. Please note that this may stop future charges from that card, but it does not recover access to the Microsoft 365 tenant or formally cancel the subscription inside Microsoft 365.
For future subscriptions or if you need to create a new tenant, it would be best to use a card and admin account controlled by the organization, not by an individual employee, to avoid the same issue happening again.
