Work IQ MCP Tool Access Issue

Users without Microsoft 365 Copilot licenses can authenticate to Entra and list Work IQ MCP tools but receive 403 Forbidden when invoking tools. We have tested adding and removing copilot licensing for multiple users and it seems a copilot license as well as being in scope for a PAYG M365 billing policy is required to be able to use Work IQ MCP tools.

Working:

• Same tenant
• Same MCP server
• Same Entra auth flow
• Same billing policy
• Microsoft 365 Copilot licensed users can invoke tools successfully

Failing:

• Users without Copilot license
• Assigned to Work IQ/Copilot Credits billing policy
• Can list MCP tools
• Cannot execute tools
• Error: HTTP error while asking question. Status: Forbidden
• Error text if available: The caller is not entitled to use this tool

Question:

Can Microsoft confirm whether Work IQ MCP tool execution for non-Copilot licensed users is currently supported via PAYG billing? The current documentation seems to indicate a copilot license is not required but our testing seems to indicate otherwise unless this is a bug.

          We have a chatbot that connects to MS Work IQ via A2A protocol, and is able to authenticate through Entra, tool gets invoked, but we get a "Forbidden" status message (http response code is 200). This is if the user is configured to use Pay as you go + billing plan without a copilot license.
