Azure Database for MySQL Flexible Server - list-skus returns HTTP 500 (locations/capabilities) for all regions

Hi

Cannot create Azure Database for MySQL Flexible Server or perform PITR restore.

Resource provider Microsoft.DBforMySQL: Registered

Subscription state: Enabled

Portal fails with:

ProvisionNotSupportedForRegion

Azure CLI fails before provisioning when calling:

GET /subscriptions/.../providers/Microsoft.DBforMySQL/locations/eastus/capabilities?api-version=2025-06-01-preview

The endpoint returns:

HTTP 500 InternalServerError

VM creation in Brazil South works.

Issue happens in Brazil South and East US.

Azure VM provisioning works normally in Brazil South.

Azure CLI 2.87.0.

The failure happens even when executing only:

az mysql flexible-server list-skus --location eastus

The request to:

GET /subscriptions/.../providers/Microsoft.DBforMySQL/locations/eastus/capabilities?api-version=2025-06-01-preview

returns HTTP 500 InternalServerError before any provisioning attempt.

Hi,

A response of 500 InternalServerError when calling Location Based Capability Set - Get means that your subscription is blocked from provisioning in that region (East US in this case). Due to capacity limitations a large number of subscriptions have been blocked from deploying MySQL Flexible Server to the most popular regions (East US is one).

One thing you try is to create a free Service and subscription limits (quotas) request and request access to and/or increase your MySQL Flexible quota for East US region.

To start the process, please click link below:

Issue type: Service and subscription limits (quotas)

Quota type: Azure Database for MySQL Flexible Server

Click Next

On Additional details tab, click Enter details. Select Region access or Quota increase, select region, select other details as needed, Save. Continue filling out Additional details tab, click Next, review and Create the case. You should receive automated email within minutes.

If you already have MySQL Flexible Server in East US you could use Cross Region Restore to restore database to different region, one that is not currently blocked.

I have one question.

The same issue happens in Brazil South as well, not only East US.

I tested:

Brazil South

East US

Both fail with the same behavior.

Even the Azure CLI command:

az mysql flexible-server list-skus --location eastus

returns HTTP 500 before provisioning.

Does this mean my subscription is blocked for all MySQL Flexible Server regions?

Or should I submit a Region access request for every region individually?

Many regions all around the world are blocked for a large number of Azure subscriptions because of a shortage of available capacity. It is unlikely that your subscription is blocked in all regions, just the popular ones.

You will need to submit request for the regions you need that are blocked. Please test using instructions below to see if you have access to a region:

Please click on the link in my answer above, click Try It button, sign in, select your Tenant. Fill out as below:

capabilitySetName: default

locationName: westus3

Scroll down and click Run button.

If you see response code 200 and Body box contains list of SKUs/Features, you know you have access to the region. If you see response code 500 and Body box has InternalServerError, you know you don't have access to the region.

You may repeat the above test for different regions by changing the location and clicking Run again.
