To enable and access the Hardware program in Partner Center, confirm these steps are fully completed and then, if needed, contact the correct support channel.

    1. Confirm Hardware program enrollment is completed
      • Sign in to Partner Center and make sure the Hardware developer program is actually enrolled, not just the tenant verified.
      • Follow the full registration flow described in Register for the Hardware Developer Program:
        1. Start from the Hardware Developer Program registration page.
        2. Sign in with a Microsoft Entra ID global administrator work account.
        3. On the “Join programs” page, ensure Hardware is selected and go to the dashboard.
        4. Provide company information or D‑U‑N‑S number and select your company record (or enter details manually).
        5. Provide a legal contact and ensure they respond to the verification email.
        6. If authorized, accept the legal agreements.
        7. After submitting, upload your EV code signing certificate on the Manage certificates page.
        8. Monitor the global admin mailbox for the questionnaire and complete it; registration does not proceed until this is done.
        9. Wait for the final approval email sent to the global administrator.
If any of these items (especially EV certificate upload or questionnaire) are missing or incomplete, Hardware capabilities will not be available even if the account itself shows as “verified.”
    2. Check verification and primary contact status
      • In Partner Center, go to Settings (gear) → Account settings → Legal info and review the Developer programs verification status, including Hardware.
      • If identity verification is required for the primary contact, complete it using the Get verified flow under Legal business profile. For Hardware, only the primary contact can complete this identity verification, and the mailbox must be monitored for follow‑up.
    3. Confirm role and access
      • Go to Settings → Account settings → My access and verify that the account has access to Hardware developer programs.
      • If not, contact the person listed under Request access and help for Hardware developer programs so they can grant the appropriate role (Owner/Manager for developer programs).
    4. If Hardware is still not visible or usable
      • If enrollment is complete and verification shows as approved but Hardware pages or capabilities still do not appear, open a support case:
        • If already enrolled in the Hardware Program and can sign in with that account, use Microsoft Engage Center and create a case with:
          • Product: Windows Developer Center
          • Problem Type: Hardware Device Drivers
        • If unable to sign in with an enrolled Hardware account (for example, enrollment incomplete or access issues), use Partner Center support and submit an enrollment/account case.

These support paths route directly to the Hardware Program / Partner Center team, who can check why Hardware is not enabled for the account and fix backend or enrollment issues.
