Unable to Submit App Due to Tax and Payout Error

Hello,
I'm currently blocked from submitting my app due to what appears to be a false-positive error: "You need to update your tax and payout information before you can charge money." As a result, the Submit button is grayed out.
However, both my tax and payout profiles are marked as Complete.
At this point, I'm completely stuck and I'm not sure what else I can do to move forward.
I'd really appreciate it if anyone could help me understand what's causing this issue.

My tax and payout profiles both show as complete, but Partner Center is still telling me I need to update them before I can charge money, which is preventing me from submitting my add-ons.
