Searching contact information and verification for a large set of contacts

Working with Co-Pilot to locate public information for a list of 300+ contacts that I served in the US Navy with.. We wee looking for Name, street address, city, state, zip code, email address and phone numbers. We started out with the first 25 contacts filling in missing information with barely one or two pieces of information unable to retrieve. AI visually laid out the pre and post tables for each set of 5 contacts we were looking for. around the 25th contact all of a sudden our hit rate went from>90% to almost 0%. Of the first 25 contacts, there was 14 places where we needed information. For the next 55 contacts we only retrieved 3 or32 pieces of information. When I inquired why we went from an excellent rate of return on searches to a very poor average I got several excuses, such as not enough search information, when I reminded him that everyone of the 80 initial searches had everything except one of the7 possible pieces of contact information, he then apologized and shifted the reason to cell phone and people don't give out their cell numbers much to public entities. At that point AI suggested I go to whitepages.com, Beenverified, Intelius, or Truthfinder. Those are all public information entities. It seems to me that AI for some unknown reason acted almost human and didn't want to do what I requested. I thought to be nice and tried to explain what I witnessed but he would not explain why things changed so abruptly.
