How to add a second subscription to our Azure Sponsorship billing account?

When I try and add a second subscription to our Azure Sponsorship billing account, I get the following error: "We can't create subscriptions under this billing account here. Create subscriptions in Signup Portal."
If I go to the Signup Portal, I get the option to create a new "Pay as you go" subscription; but if I click that button, I go back to the same create subscription page that shows the "We can't create subscriptions under this billing account here. Create subscriptions in Signup Portal." error. (https://portal.azure.com/#view/Microsoft_Azure_SubscriptionManagement/SubscriptionCreateBlade)

The Signup Portal can no longer create new subscriptions under MOSP (Microsoft Online Services Program) billing accounts, which is why you keep getting bounced back to the same blocked screen.

Here's how to confirm and fix it:

  1. Check your billing account type first. In the Azure portal, go to Cost Management + Billing and look at Billing scopes. See View billing accounts in the Azure portal to identify the type.
  2. If it's an MCA (Microsoft Customer Agreement) account, skip the Signup Portal entirely. Create the subscription directly from the Azure portal instead:
    • Go to Subscriptions > Add
    • Select your Billing account, Billing profile, and Invoice section
    • Pick the Microsoft Azure Plan, then complete the wizard

  3. If your billing account is showing as MOSP/legacy, that account type genuinely can't self-serve a second subscription anymore. You'll need to raise a support request so the billing team can either provision it on your behalf or help migrate the billing account to MCA.
