Unable to create free tier resources due to quota issues

I'm attempting to go through the BICEP learning program and setup a free Azure account. When attempting to create the Microsoft.Web/serverfarms resource, I get a quota error. For reference, this uses the free tier and F1 sku.

Thinking I was doing something wrong, I attempted to do the same thing using the portal. This fails with the same quota error.

          "message": "Operation cannot be completed without additional quota. \r\nAdditional details - Location:  \r\nCurrent Limit (Total VMs): 0 \r\nCurrent Usage: 0\r\nAmount required for this deployment (Total VMs): 1 \r\n(Minimum) New Limit that you should request to enable this deployment: 1. \r\nNote that if you experience multiple scaling operations failing (in addition to this one) and need to accommodate the aggregate quota requirements of these operations, you will need to request a higher quota limit than the one currently displayed."

What am I doing wrong here? Or is this an obscure Azure issue and I should just give it up?

Hi,

Due to capacity limitations many subscriptions have additional restrictions placed on them, especially in most popular regions (East US is one of the most popular). Azure Free, Azure for Students (and some other types) have even more limits than paid subscriptions.

Have you tried to create App Service Plan in other regions? For example, try West US 3 region.

Normally I would give you instructions on how to request quota so that, if approved, you would be able to deploy your App Service to East US. Unfortunately until you convert your Free account to pay-as-you-go it blocks you from making quota requests. After converting you are still able to use free services for remainder of 12 months.
