New Outlook for Windows – Reply/Forward does not include original message (no quoted text, no expander)

Hi, I’m experiencing a reproducible issue in New Outlook for Windows where replying or forwarding an email does not include the original message. The quoted text region does not render at all, and there is no “…” expander or “Show quoted text” option.

This happens for all messages across multiple accounts.

Environment

  • Product: New Outlook for Windows

Platform: Windows 11

Accounts: Microsoft 365 Exchange Online

Reproducibility: 100%

Regression: Yes — this behaviour started immediately after a recent New Outlook update

Classic Outlook and Outlook Web do not show this issue

Expected behaviour

Reply should include the original message as quoted text

Forward should include the full original message

If collapsed, an expander should appear

Reply/forward settings should be respected

Actual behaviour

Reply/Forward windows open with a completely blank body

No quoted text is present

No “…” expander appears

Happens with HTML and plain text emails

Happens with internal and external senders

Happens across multiple devices

Regarding your issue, after checking at the moment there doesn't appear to be any active incident being recorded related to this behavior in New Outlook for Windows. Since this doesn't appear to be a wider service issue, before contacting Microsoft Support, I suggest trying a few quick checks first to rule out any possible local client-related cause.

  • Could you try clearing the New Outlook cache? To do this, close New Outlook completely, press Windows + R, paste olk.exe --devtools. Then reopen New Outlook and test Reply/Forward again.

    • After that, could you also try reinstalling New Outlook to see if that makes any difference? You can do this by going to Settings > Apps > Installed apps, locating Outlook (New) and selecting Uninstall, then reinstalling it from the Microsoft Store and signing back in.

If the issue still persists after both steps, I recommend submitting a support ticket to Microsoft support so it can be investigated more thoroughly. A technical support engineer can perform a remote session to investigate the situation, verify the backend configurations, and run any necessary synchronization tools to resolve the problem. If the issue requires further attention, they can escalate it to a specialized team for deeper analysis.

Here’s what your Microsoft 365 Global Admin (IT Admin) should do next:

Note: If you’re an end-user, please coordinate with your Office 365 Global Administrator to handle these steps. 

When submitting, it helps to include details such as when the issue started, your New Outlook version/build number, that it's 100% reproducible after the recent update, and that it affects multiple accounts and users in your organization.

Also, I recommend asking your IT administrator to report the issue through the Microsoft 365 admin center as well and note that it affects the Outlook experience. This helps ensure the scope of impact is clearly captured.

In the meantime, since both Classic Outlook and Outlook on the web are including the original message correctly, you can continue using either of those as a temporary workaround.
