For Microsoft 365 business subscriptions, it is possible to receive two invoices for the same subscription in the same month during renewal or billing-period changes. It is said that these invoices may be for different service periods, and this can be checked on page 2 of the invoice PDF or in Billing > Bills & payments in the Microsoft 365 admin center.

If both invoices cover the same subscription, same license quantity, and same service period, then it may be a duplicate billing issue. Understand your invoice for your Microsoft MCA billing account | Microsoft Learn
