Unable to add a user to an API Management Service - User registration is not supported

We have a APIM service using basic Username/Password authentication. We are unable to add users via the developer portal, or via the Azure portal.

When trying to add via the developer portal, the error we receive is:

    "message": "User registration is not supported.",
    "details": null
}

Adding via the Azure portal, we get:
"Failed to add user
User registration is not supported."

I've tried removing and re-adding the Username and Password indtentity provider type and re-publishing the portal, but am still unable to add users.

    Is there any update regarding the fix? allowing anonymous access is unsecure for our case.

    Hi @Rakesh Mishra is there a timeline on when the issue will be fixed? Also, this is affecting IdP based authentication as well. I tried with Entra ID and I was having the same issue.

    Welcome to Microsoft Q&A portal. Thank you for reaching out.

    The issue you are facing is a known issue. And Product team is working on the fix. 

    Mitigation Steps: 

    1.  Go to identities -> settings -> and disable the redirect anonymous users to sign in page option and issue should be resolved then.
