My account got hacked along with an address/password change

This is an alt account I am using. It is my main account that got hacked.

i've recently gotten hacked but i cannot review any activity or change my password or anything like that because the hacker has changed my password AND my email address so that any verification codes or anything like that get sent to his email address instead of mine. His email address is ******@web-library.net which is usually used for phishing and hacking.

Are there any ways to receive a password change link? I have already filed a recovery form including my two past passwords and everything
