Since your LinkedIn account can be connected successfully to your business Microsoft account but not to your personal Microsoft account, the issue does not appear to be related to the LinkedIn account itself.
The message:
"Apps and services you've given access - You haven't given access to any apps or services yet"
Typically indicates that the connection has not been established rather than confirming an administrator restriction.
A few things to check:
➜ Make sure you are signed into the correct personal Microsoft account when attempting to connect to LinkedIn.
➜ Sign out of both Microsoft and LinkedIn, then sign back in and try the connection again using an InPrivate/Incognito browser window.
➜ Verify whether the personal Microsoft account is able to access other connected-service features normally.
➜ Try connecting from a different browser, as cached credentials can sometimes cause the authorization process to fail silently.
If the LinkedIn connection continues to fail only on the personal account while working correctly on the business account, the issue may be specific to that Microsoft account and could require Microsoft Account Support to review the account's connected-services configuration.
