Recovery USB Failing

I downloaded a Media Creation Tool to create a Recovery USB. After that was downloaded and written to the USB, I went to test it.
While it allows me to select "Repair My PC", it keeps looping back to what you see in the attached screen capture, even though I select 'Repair My PC'.
O/S is Windows 11 Home, 25H2.
Any idea what is going on?

2026-06-20T16:04:09.16+00:00 Well, this is interesting. I am not finding where in the BIOS to disable Legacy Mode. Incredibly, it is NOT there. It makes reference to it, but that's about it. I've posted this in the HP Forum, waiting to hear back from them. I was a Network Administrator for 43 years (Lockheed, Raytheon, Qualcomm) and I have never seen a BIOS where Legacy Mode could not be enabled or disabled.
I will get back to you when I hear from HP.

It was not an HP Recovery Tool. HP only informed me that they no longer make a BIOS with Legacy support. Therefore I had to create a bootable USB for UEFI support with Rufus, format it with GPT. It works fine and I have access to the MS Tools I (hopefully will not) need.

The common cause of this is the media not being created properly.
Could you try making the same again?
Also, in BIOS ensure it is updated, and the boot tab has Legacy Boot disabled.
I’m eager to hear back and work together to find a solution.

"Modern HP laptops—including the HP 14-fq0110wm—often ship with newer UEFI-only BIOS versions and lack Legacy Support. To boot from a USB drive for repairs or OS installation, you must ensure Secure Boot is Disabled and format your bootable USB as GPT (not MBR)"

- On many newer HP laptops, especially AMD-based models like yours, the BIOS may not include a “Legacy Mode” option at all because they are designed to boot only in UEFI mode. That means bootable USB drives must be created with UEFI support enabled.
Please advise as to how I should continue creating a bootable recovery USB to access the Win-11 Recovery Tools.
