Cannot install KB5066791 or KB5042320

On windows update it tells me You're not up to date. In red letters, "Your device is missing important security and quality fixes." I have reloaded Windows 10 and the problem still exists.

I have windows 10 Home

10.0.19045 Build 19045

I have ESU and I've tried several things recommended and nothing has worked. How do I get things up to date and get rid if this red error message?

    1. Please run winver.exe and post a screenshot of that dialog.
    2. Upload your CBS logs. To do so, copy the following folder to the desktop.
    C:\Windows\Logs\CBS

    Zip the CBS folder on your desktop and share it on WeTransfer.com, GoFile.io or OneDrive. Post the link here.

    Bom dia, Margot. Este pacote geralmente reporta erros, uma forma de instalá-lo corretamente é executando o Windows em modo de segurança, primeiro baixa o pacote manualmente neste link:(1 opção): https://www.catalog.update.microsoft.com/Search.aspx?q=KB5066791, depois aperta Win+R e cola o comando msconfig e aperta Enter, clica em "Inicialização do sistema" -> Marca a opção "inicialização segura" e rede -> Aplicar -> ok.

    No modo seguro, acessa o windows update e instala o pacote KB5066791. Antes de reiniciar o computador, acessa novamente o msconfig e desativa a opção de "inicialização segura" -> Aplicar e ok;
