Stop installing unwanted keyboard layout after every update

Except I am pretty sure it is caused by Windows Update.
"Czech QWERTZ" gets added every time Windows installs any update,
but that layout is kinda invisible - it is on task-bar but not in language/keyboard settings.
I have to add it to be able to remove it. Repeatable million times (every update for like a year).

My settings:
CZ = Czech QWERTY
EN = Czech Programmer

Bar usually shows "CES", but I can see "CES CSQ" whenever this happens
(QWERTZ added to Czech language, in the bar and its menu, but not present in language settings)

Hi Lukáš, this is a widely reported problem, and you are correct, this may be caused by a Windows update, try using this fix to remove the extra keyboards in Windows 11.

Open the old Control Panel

At the top of Control Panel, set View to Icons

Select Region

Select the Administrative Tab on the resulting dialog

Click Change System Locale in the 'Language for non-Unicode Programs' section

Set the language in the drop down to the same as the System location/Language

.

Open the Settings App, then go to Time & language - Language & region

Scroll down to the 'Additional Settings' Section.

Click the Copy button on both settings in that section.

Restart (not shut down) the PC

The "non-Unicode ...." appears to be set to Czech, no change here.
I do not see "copy" under "additional settings", maybe you mean something else.

If you do not have the Copy settings, click your Start Button, type winver and hit Enter

Please provide a screenshot of the resulting dialog.

I just noticed in your screenshot you are in the Date & Time section.

Open the Settings App, then go to Time & language - Language & Region

Do you find the two Copy settings in there?

If applying those settings does not resolve the problem after a restart, you may need to wait for the next Windows update to resolve the problem.

Too soon to accept this as the solution, but I already want to thank you — it makes perfect sense to me now.

I think I understand where it probably comes from: the Czech predefined/default keyboard layout is QWERTZ, while my user preference is Czech QWERTY. The system account / welcome screen settings were probably never changed, so after some Windows updates the unwanted default layout gets restored from there.

I’ll wait for the next update or two to confirm whether this really fixes it, but your explanation and suggested steps finally made the issue make sense to me.

And the real problem is probably in first system setup - I did select Czech QWERTY, but that was probably never accepted as the "default truth".
