Dear @Yvonne Thompson,

At this time, the Schedule Send feature in the new Outlook cannot be configured to apply automatically to all emails. This functionality is currently only available in Classic Outlook.

In the meantime, you can try these workaround steps:

In New Outlook, while composing a message, select the dropdown next to Send and select Schedule send.

Select one of the default options, then select Send or choose a custom time and then select Send.

After you select Send, the message remains in the Draft folder until the delivery time. Delay or schedule sending email messages in Outlook | Microsoft Support

In addition, if you want every email to sit in the Outbox for 1 minute before it actually sends, the supported way is to use a deferred delivery rule in classic Outlook for Windows. After you press Send, each message stays in Outbox for the number of minutes you set.

Open Mail in Classic Outlook> File > Manage Rules & Alerts > New Rule

Under Start from a Blank Rule, choose Apply rule on messages I send, then select Next.User's image

Do not select any conditions if you want this to apply to all emails. Select Next, then confirm Yes.

Check defer delivery by a number of minutes.

In the rule description, select a number of, enter 1, then select OK.

Select Next through exceptions (unless you want some emails to send immediately), give the rule a name, keep Turn on this rule checked, then select Finish.
