How do we Delete External contact from New Outlook from Auto-Populating

Thank you for raising this question. I understand how important it is to control which email addresses appear when composing messages. However, in the New Outlook experience, Microsoft has made a design change where the ability to remove individual auto-complete suggestions (the “X” option available in classic Outlook) is no longer supported.

At the moment, the only available option is to reset the entire suggestions list. You can do this by going to Settings > General > Privacy and data, then selecting “Clear data and turn off” under the Suggested people section. This will remove all previously suggested recipients and reset the list completely.

If you turn off this setting, you'll still see people suggestions, but they won't include people who you have contacted or who have contacted you. You won't be able to recover this data.

Additionally, the email address may be coming from another source, such as a saved contact. In that case, the contact would need to be removed or updated from the Contacts list. For references: Create, view, and edit contacts and contact lists in Outlook and Manage suggested recipients in the To, Cc, and Bcc fields in Outlook

I understand this limitation can be frustrating, especially when you only want to remove a single address. Therefore, I would recommend submitting feedback to Microsoft Product team through Help > Feedback in Outlook so Microsoft can update this functionality in the future. Moreover, to ensure your feedback reaches the right teams, I highly recommend submitting your feedback directly to Microsoft Ideas · Community, where our product development team can know your requirements and ideas for product improvements. If enough users raise ticket for the same idea, Microsoft may consider adding this feature in the future.
