The Problem

We accidentally provisioned an Azure Key Vault Managed HSM resource, not realising it carries a fixed hourly billing commitment (~$3.20/hour) regardless of usage. This single resource costs approximately $2,300–$2,400/month, which translates to roughly $7,500+ over the 90-day mandatory retention period during which the resource cannot be deleted.

We have:
