Startups: Companies that are in their initial stages of business and typically developing a business model and seeking financing.
Additional or replacement Azure credits, waivers, or refunds for Microsoft for Startups usage cannot be granted directly through community or documentation channels. Credit adjustments and any exceptions (including for accidental high-cost resources like Managed HSM with mandatory retention) are handled only by Microsoft billing and the Microsoft for Startups program teams via official support requests.
For this scenario, the supported escalation paths are:
- Open/continue a Billing support request for a one-time courtesy adjustment
Billing support is free and is the only channel that can investigate and potentially apply credits or waivers for unintended charges. To ensure the request is correctly created and routed:- Go to the Azure portal support creation page:
https://portal.azure.com/#create/Microsoft.Support. - In the search box, type Billing and select Go.
- Choose Billing as the issue type and select the affected subscription.
- After the delay while options load, select Create a support request at the top (do not select the suggested solutions tiles).
- On the Problem tab, fill in:
- A clear summary (for example, “Accidental Managed HSM deployment exhausted startup credits – request one-time adjustment”).
- Problem type/subtype under Billing that best matches unexpected charges/credits.
- When solutions are suggested, click Return to support request, then proceed to Additional details.
- Provide:
- Subscription ID.
- Resource details (Managed HSM name, region, dates provisioned/deleted/soft-deleted).
- Confirmation that this was accidental, that it is now in soft-delete, and that it consumed Microsoft for Startups credits.
- All existing technical support ticket numbers.
- Complete Review + create and submit.
- Go to the Azure portal support creation page:
- Engage Microsoft for Startups Program Support from the Azure portal
Because this directly affects Microsoft for Startups credits and program usage, also open a Microsoft for Startups Program Support request so the program team is aware and can coordinate with billing if appropriate. Steps:- Sign in to the Azure portal.
- Navigate to the startup overview page for the Microsoft for Startups environment.
- On the Overview tab, locate the Your Microsoft Team box.
- Select Get program support.
- In the request, include:
- That this is a Microsoft for Startups Founders Hub subscription.
- A description of the accidental Managed HSM deployment, the enforced 90‑day retention, and the resulting exhaustion of startup credits.
- The billing support ticket number and any technical support ticket numbers.
- The amount of credits already consumed and the impact on production workloads.
- If on the investor offer, also use the included support plan/technical guidance
If the startup is on the investor offer (rather than only Founders Hub), use the complimentary support plan and Azure technical experts available through the Your Microsoft team section to:- Validate that the Managed HSM is in the correct state (deleted/soft-deleted) and that no additional high-cost resources are present.
- Review architecture and cost controls (budgets, alerts, policies) to prevent recurrence.
- Key expectations and limitations
- The 90‑day soft-delete retention for Managed HSM is a platform policy and cannot be overridden by technical support.
- Community channels and documentation cannot grant or approve credits or waivers.
- Only Billing Support, in coordination with Microsoft for Startups Program Support where applicable, can investigate and decide on any one-time courtesy credits, sponsorship adjustments, or refunds.
Following the two parallel paths—Billing Support for financial remediation and Microsoft for Startups Program Support for program-level escalation—is the supported way to request additional credits or a bill adjustment for this accidental Managed HSM deployment.
