I tried to login to azure account using my outlook id and getting this error. I might have used it earlier. I need to create a new account with the same id. I tried signing up as well. It went through all the credit card information page and in final page it failed.

How to enable the account. Tried calling microsoft support. No use. Total waste of time. Some automated message kept asking questions and no use.
