Unable to Transfer Previous Digital License to Current Install

I recently undertook a fairly significant hardware change on my desktop (New motherboard and CPU), and reinstalled Windows 10 Home via the media creation tool without wiping the SSD it was on, thus sending files related to the previous installation into a Windows.old folder (Which I have already gotten rid of through disk cleanup).

However, I am now unable to activate my current install of Windows. Going through the troubleshooting in the activation tab just tells me that there is no device on my account that can be used to activate my current install (even though it is listed in my account). Everywhere I look is a dead-end (even the web activation portal just states that my request is blocked after the captcha, which I do pass), so I'm not sure how to proceed.

I have gone through this process about 1 1/2 years ago, and never had to actually deactivate my previous install--I just did the troubleshooting and selected that I had changed my hardware, and was able to get it done (Yes, I did link my license to my account, which is the same account that I'm using rn). Although, the biggest difference is that I DID wipe my SSD to reformat it. Maybe having that installation wiped completely effectively deactivated the key, thus allowing it to be used on my new install?

I can't seem to locate anywhere to remotely deactivate my previous install, so I have no clue. Although, it's probably worth mentioning that the license was purchased, like, 6 years ago under my Dad's account (My account was a child account, though it had already been an adult account for some time when I linked the license to my account, which did work afaik).

From what I've seen, removing the previous install from my account's connected devices will not deactivate the license on it, even if said license is linked to my account, so that doesn't help (unless the info I've gotten was wrong).

If it comes down to it, I could try to wipe my OS SSD and reinstall cleanly, even if it'd be annoying.

The screenshots show a generic product key that is often used when the licence was from Windows 7 or 8 during the free upgrade period.

That period is long gone now (2015 to 2016) and Microsoft tightened the use of those licence upgrades. So if it was from Windows 7 or 8 you need to buy a new licence after changing significant hardware. The free upgrade was for the life of the device and changing the motherboard is a new device from an activation point of view.

You can buy a Windows 10/11 licence from the windows Store. If you go to Settings and select Activation there should be a link the the Store.

Ah, I take it that this has to do with the loophole mentioned in Francisco Montilla's comment? As far as I know, the only install that would've been an upgrade was still being used on another computer by another member of my family, though I'll have to ask my Dad to find out if it was that same license or not. Edit: Specifically, I believe that it was still activated on it's original device and in use when we built the PC that has lead up to my current one.

Yes the ref. to the loophole is the term Microsoft used in 2023.

At the moment there is no valid licence to transfer to the PC you are asking about. Unless there is a chance a licence is on another account then you will need to buy another.

First let us figure out exactly what kind of license you are dealing with here.

Do you know if that license bought six years ago was originally a true Windows 10 retail key, or was it a key from an older system like Windows 7 or 8 that got upgraded to Windows 10 over the years? I ask because Microsoft shut down the server loophole late last year that allowed old Windows 7 and 8 keys to activate or transfer to new motherboards.

Wiping the drive like you did last time does not deactivate the license on Microsoft servers, so reformatting and reinstalling right now will likely just waste your afternoon and leave you stuck with the exact same activation error. Let me know exactly how that original key was purchased and we can figure out the best way to handle this.

It was a retail key, as far as I know. I mean, after all, it was purchased because my Dad was upgrading my PC at the time and couldn't carry over the OEM license that came from the prebuilt PC I had started out with before that time.

While we did use one of those preloaded installation disks, it did not have a product key or anything like that to activate Windows (Both off of my own memory, and having asked my Dad earlier if there was any product key, which he said no).

I'm trying to remember if there would've been anything from my previous installs that might've let me know for sure... I'd assume that not having access to my previous, activated install would make checking the Registry Editor for any source OS a waste of time.

Edit: Also, I figured I'd explicitly mention that this install disk was brand new, not an old or leftover one

Although the previous windows installation is listed in your account when it doesn't show in the Activation troubleshooter it often means there is no licence with transfer rights.

Open a Command prompt and enter slmgr /dlv [press return] and post a screenshot of the result.

For more details of any current licence you can also get ShowKeyPlus from the Store and see what info it shows about any licence. Also post a screenshot but click on any licence keys visible so that only the last 5 characters are visible.

Here is what command prompt got from that. The notification reason makes me wonder if the original license WAS for an older version of windows that had been upgraded. Although, that could just be me misunderstanding the explanation I found of the code. Edit: I've only ever had the Home edition, in case that's the next question I would be asked, haha

Here is what I was given by ShowKeyPlus. Getting rid of the Windows.old folder might be biting me here, since I can't navigate to its System32/config/SOFTWARE file... if it would've mattered lol

The previous digital license is tied to the old hardware (especially the old motherboard), not to the Windows.old folder or whether the SSD was wiped. After a significant hardware change and reinstall, Windows sees this as a new device and cannot automatically match the old digital license to the new hardware.

Use these supported paths, in order:

Run the Activation troubleshooter for a hardware change
1. Sign in with an administrator account that uses the same Microsoft account the license was linked to.
2. Go to Start > Settings > Update & Security > Activation.
3. If Windows is not activated, select Troubleshoot.
4. When prompted, select I changed hardware on this device recently, then Next.
5. Sign in with the linked Microsoft account if asked.
6. From the list of devices, select the checkbox for This is the device I’m using right now, then select Activate.
This is the documented exception path for transferring a Windows 10 license after a hardware change. It only works if the same Microsoft account was associated with the digital license before the hardware change.
If the troubleshooter still cannot find a matching device
- This usually means Windows cannot locate a digital license that matches the new hardware, or the license is still associated with the old hardware in a way that the self-service tools cannot rebind.
- In that case, the supported resolution is to contact Microsoft support so they can manually locate and reactivate the license on the new hardware. This is exactly how similar cases (retail digital license, motherboard change, troubleshooter failing or saying no device can be used) have been resolved.
If there is a product key available
- If a 25‑character product key exists (for example from the original purchase under the parent account), it can be entered directly:
  1. Go to Start > Settings > Update & Security > Activation.
  2. Select Change product key and enter the key.
If none of the above works
- If the license was OEM and tied to the original PC, or if Microsoft support cannot reassign the license, a new license may be required. Error codes such as 0x803F7001 or 0xC004F211 after a motherboard change indicate Windows cannot find a valid license for the new hardware; in those cases the documented options are:
  - Enter a previously used product key for that device, or
  - Purchase a new license via Settings > Update & Security > Activation > Go to Microsoft Store.

Removing the old device from the Microsoft account device list does not deactivate or free the license; the binding is controlled on Microsoft’s activation servers and via the Activation troubleshooter or support, not by removing the device entry.

A clean reinstall (wiping the SSD) alone does not deactivate the old license either; what matters is whether the digital license can be matched and transferred using the troubleshooter or by Microsoft support.
