CANT FIND APPLICATIVE APP, CAN'T DOWLOAD USING GOOGLE PLAY

Not able to download an app called "reading.com" om google play store, in which even after I'm signed in, I keep receiving the same message below:

this Google account is not yet associated with a device. Please access the Play Store app on your device before installing apps.
