The missing Shut down and Restart options are controlled by a policy that can hide all power commands except Lock.
To show Shut down and Restart again, the policy "Remove and prevent access to the Shut Down, Restart, Sleep, and Hibernate commands" must be disabled (or not configured). When this policy is enabled:
