We're an early-stage software startup that has been paying for Azure on a Pay-As-You-Go subscription since launch. When attempting to apply for Microsoft for Startups we're blocked with: "You are not eligible for startup credit offers. Since you have an existing Azure subscription, you are not eligible for free credits."

We meet all other eligibility criteria and have never previously received Microsoft Azure credits.
