This is due to the Change Start Menu power button policy setting.
To verify that, open Command Prompt and run this command:
reg query "HKCU\SOFTWARE\Policies\Microsoft\Windows\Explorer"

On my Windows 11 PC, the classic Alt+F4 "Shut Down Windows" dialog no longer defaults to the "Shut down" option. Instead, the dropdown is preselected to "Switch user".
Previously, I could shut down the computer by pressing Alt+F4 on the desktop and then pressing Enter. Now, pressing Enter switches the user account instead of shutting down the system.
I have not intentionally changed any settings related to user accounts, shutdown behaviour, or Fast User Switching. I would like to understand what may have caused this change and how to restore the previous behaviour where "Shut down" is the default selected option in the Alt+F4 shutdown dialog.
Additional observations:
The issue occurs in the standard Windows 11 "Shut Down Windows" dialog accessed from the desktop using Alt+F4.
The dropdown currently defaults to "Switch user" every time the dialog is opened.
I would like to know whether this behaviour is related to Windows updates, Fast User Switching, multiple user sessions, Group Policy settings, or any other Windows configuration, and how to revert it.
Please provide troubleshooting steps to restore "Shut down" as the default selection.

The system cannot find the path specified. Is there not an easy way to switch to 'shut down'
from 'switch user' ?
