No way for me to subscribe to Azure - "You are not eligible for an Azure subscription"

Hi, I tried to create an Azure account but it fails every time with this message "You are not eligible for an Azure subscription".

During the process I specified my name, region, address, mobile number but before I can add credit card details this message came and no way to continue.

My region is Hungary, I use a Windows 11 laptop.

I already spent hours trying these methods:

  1. On https://azure.microsoft.com , both "Try Azure for free" and "Pay as you go" route fails like this.
  2. Different browsers: Edge, Firefox, with New Private / incognito window and without: same issue.
  3. Deleting cookies did not help either.
  4. I had several other Microsoft accounts before (incorporated from live.com, Skype, other older services, etc) I abandoned years ago without deleting them, so some of my data (name, phone) might match when background system cross-checks run, but I cannot access some of those older accounts anymore.

I suspect some background checking system flagged my account as duplicate or alike, but I don't know any details from that message.

Who can help me, who should I contact / write / to ?

I don't know any specific related customer service channel to turn to.
