Company: TS68

Domain: ts68.vn

We are trying to enroll in the Microsoft AI Cloud Partner Program and create a Partner Center account.

When attempting to create the account using our corporate email addresses (******@ts68.vn and ******@ts68.vn), we receive the following message:

"Account creation has been blocked. We have detected some unusual activity and have blocked the creation of this account."

We are a legitimate business in Vietnam with:

  • Active company website
  • Corporate email domain
  • Valid business registration

Because the account creation is blocked, we are unable to create a Partner Center workspace and therefore cannot submit a support request through Partner Center.

Could Microsoft review this case and advise how we can proceed with partner enrollment?

Thank you.

Account creation for Partner Center and Microsoft AI Cloud Partner Program is protected by automated risk checks. When unusual or risky activity is detected, Microsoft can temporarily block new account creation or sign-in, similar to how two-step verification blocks are applied.

In this situation, there is no way to override the block directly during self-service enrollment. The only supported paths are:

    1. Wait and retry after some time
      • Blocks caused by unusual activity or high-volume/“risky” traffic can be temporary and may clear automatically after a period of time.
      • Avoid repeated attempts in a short period, as this can extend or reset the block window.
    2. Ensure the correct type of account and tenant are used
      • Enrollment in the Microsoft AI Cloud Partner Program and Partner Center requires a work account in a global (non-government) Microsoft Entra ID tenant, not a personal Microsoft account.
      • If the current domain/tenant is in a government cloud or otherwise not eligible, create a new public tenant and then enroll from there, as described in the enrollment guidance.
    3. Create or use a compliant work account and retry enrollment
      • If no suitable global-tenant work account exists, create a public tenant and work account, then start enrollment from the official Partner Center enrollment page for Microsoft AI Cloud Partner Program or Microsoft 365 and Copilot/Marketplace, depending on the program being targeted.
    4. Use Partner Center support once enrollment succeeds
      • After a Partner Center account is successfully created and passes verification (typically 3–5 business days), Partner Center support can be used for any further issues with verification or program access.

Because the block occurs before Partner Center enrollment completes, the only available remediation from the documentation is to wait for the block to clear and then retry with a compliant work account in a supported global tenant. If the block persists beyond several days, retry using a newly created public tenant and work account as described in the enrollment articles.
