I have received an email to convert to Pay-As-You-Go while all my resources are already in Pay as you go .

When I press the "Convert to pay as you go" button, I get a web page with "You cannot switch this offer. " The "Checking eligibility." continues checking for a very long time without any response.

Please put in mind that according to my new partner subscription, I am entitled for a USD2000 credit for Azure.
