From the documented behavior:
- Only specific offers can be switched
- Switching via Switch Offer is supported mainly:
- From a Pay-As-You-Go subscription to a limited set of offers (Pay-As-You-Go Dev/Test, Visual Studio-based offers, etc.).
- From an expired Visual Studio Enterprise subscription to Pay-As-You-Go.
- For other offer changes, the guidance is to contact support.
- Switching via Switch Offer is supported mainly:
- Why the “Convert to pay-as-you-go” flow fails
- If the subscription is already on pay-as-you-go rates, or the offer type is not one of the supported ones, the portal will show that the offer cannot be switched.
- The long-running “Checking eligibility” is consistent with a subscription that does not meet the eligibility rules for that conversion path.
- How to proceed
- Verify the current offer of the subscription in the Azure portal:
- Go to Subscriptions → select the subscription → check the Offer field on the details page.
- If the offer is already Pay-As-You-Go (MS-AZR-0003P) or an Azure plan with pay-as-you-go rates, no further “convert” action is needed for pay-as-you-go billing.
- If the subscription is an expired Visual Studio Enterprise subscription, follow the documented conversion flow from that subscription’s banner in the Subscriptions blade (not from the email link).
- For any other offer type (including partner/sponsorship or if the email flow keeps failing), open a support request so that billing/support can:
- Confirm the correct offer and billing account for the USD 2000 partner credit.
- Perform any backend offer change or sponsorship move that is not supported by self-service.
- Verify the current offer of the subscription in the Azure portal:
Because partner credits and sponsorships are tied to specific billing accounts/offers and many of those moves are not self-service, resolving the mismatch between the email prompt and the actual subscription state requires direct Azure billing/support intervention.
