Windows Activation troubleshooter does not work

I have the same PC for the last 8 years. In it, I had a licensed installation of Windows 11, which was upgraded long ago from Windows 10, which was upgraded from my legitimate purchase of Windows 7 Ultimate (still have the box and the license).

Ever since I swapped my processor by a faster one last month, Windows lost the activation. I tried to use the troubleshooter, with the option "i changed hardware on this device", but it did not work and gave me an error code. Funny enough, my computer appears in the list of previous devices, but only with the previous windows 10 installation, not the 11.

How can I fix this? The license was already swapped by a digital license connected to my account, but now I cant use my license. I already tried all the troubleshooters, through the "get help" with the usage of the installation ID and it still doesnt work. I even tried installing back the old processor, but it didnt work either.

In 2023 Microsoft blocked the use of Windows 7 product keys (and licence) from being able to activate Windows 10. This also affects Windows 11. (for the same reason)

Changing the hardware has prompted the activation server to check the original licence and hence it has been blocked. Windows 11 was never intended to be activated using an upgraded Windows 10 licence and only an original Windows 10 licence.

You will need to buy a new Windows 11 licence to activate Windows 11. Check the windows Store to purchase a supported licence.

Swapping major hardware can cause Windows 11 to lose activation because the digital license is tied to the device’s hardware profile. A CPU change can be treated as a significant change, and if the activation troubleshooter cannot match the current hardware to the stored license, it will fail.

Based on the provided information, the supported options are:

    1. Use the Windows Activation troubleshooter again from Activation settings
      • Sign in with an administrator account.
      • Go to Start > Settings > System > Activation.
      • If Windows is not activated, select Troubleshoot.
      • When prompted, select I changed hardware on this device recently and follow the steps.
      • Ensure the same Microsoft account that previously held the digital license is used. If the device appears, select This is the device I’m using right now and then Activate.
      • If the troubleshooter cannot resolve the issue, it may show a link to reactivate after a hardware change; follow that path. For more detail, see Reactivating Windows after a hardware change.
    2. Handle common activation error codes
      • If the error is 0xC004F211 or 0xC004F213, Windows is reporting that hardware changed or no product key was found. In that case:
        • In Settings > System > Activation, either:
          • Select Go to Microsoft Store to purchase a new license, or
          • Select Change product key and enter a valid 25-character product key if available.
        • If the license was originally from a free upgrade path (Windows 7 → 10 → 11), note that Microsoft now enforces limits on reusing some of those old upgrade licenses on new hardware, and a new license may be required.
    3. If a valid product key is available
      • If there is a Windows 7/10/11 retail key that has not been blocked and is eligible for activation:
        • Go to Start > Settings > System > Activation.
        • Select Change product key and enter the key.
    4. If the troubleshooter and product key both fail
      • When the troubleshooter cannot find a matching license and no valid key is accepted, the supported path is to contact Microsoft support so they can check the account-bound digital license and, where allowed, reactivate it on the current hardware. Several similar cases in the context were only resolved by direct support intervention.

If none of the above works and the license originated from an old free upgrade path, purchasing a new Windows 11 license via Settings > System > Activation > Go to Microsoft Store may be required.
