Sending, receiving, and organizing email in Outlook.com
If the self-service recovery form does not accept enough information to verify ownership, and the account has not been signed into for many years, there are only two possible outcomes based on Microsoft’s policies:
- Try full self-service recovery one more time
- Go to the Microsoft account recovery form: Account recovery form.
- Complete it from a device and location previously used with that account (same PC/network if possible).
- Provide as much detail as possible about:
- Old passwords
- Contacts and exact email subject lines
- Folders that existed in the mailbox
- Any Microsoft services used with that account (Skype, Xbox, etc.)
- Answer every question you can; wrong answers do not count against the request.
- If the account is still active and the information is sufficient, access may be restored.
- If the account was inactive for 2+ years
- Microsoft permanently deletes Microsoft/Hotmail/Outlook.com accounts that have not been signed into for more than two years.
- Once deleted, the mailbox, its contents, and the email address itself cannot be restored or reused, even by Microsoft support.
- In that case, there is no supported way to regain access to that old Hotmail account or its email archive.
If the recovery form continues to fail and the account has been unused for many years (well over two), the account is almost certainly in the permanently deleted state and cannot be recovered.
