There is a laptop fully Vietnamese and a laptop partial English US and Vietnamese.

This is a widely reported problem that occurs after you change the Windows UI language, the UI language in many parts of Windows does not change to the new language.

The most successful method to fix this is to download the Windows 10 ISO (not the installation assistant) in the correct language version and use that to perform an in-place repair.

When the ISO file completes downloading

Disconnect from the Internet

Disconnect all external devices with the exception of a mouse or keyboard.

Temporarily disable any 3rd party Anti-virus you may have installed

Then, in Windows File Explorer, double click the ISO and then run Setup.exe and select the Install option.

Very Important - ensure you select the option to keep your files and apps.

And one more thing: the ISO only supports MUI doesn't support LIP because Vietnamese is LIP.

The described behavior is a known type of issue where the Windows UI is only partially translated after installing a language pack. In such cases, parts of the interface remain in English until updated language components are downloaded for the current Windows build and Store apps.

To address this, install the latest Windows updates and refresh the language components through Microsoft Store:

Open Microsoft Store.
Select the three dots (…) in the upper‑right corner.
Choose Downloads and updates.
Select Get updates and let Store download and install all available updates, including language packs for inbox apps such as Mail, Calendar, and other components.

If additional display‑language issues remain in built‑in apps like Mail or Calendar after updating, use the in‑app Feedback option to report the problem so it can be addressed in a future update.
