How to get an event grid subscription to delete

I have a bunch of event grid subscriptions in a dev environment that are stuck (state = DeleteFailed) and will not delete. I also cannot create a new subscription. It gets stuck in the creating state.

The engineering team applied mitigation steps and developed a hotfix to address the backend service timeout and inconsistent state. You should be unblocked now and able to successfully delete subscriptions. Please check and confirm.

Is the stuck subscription a custom topic subscription, or a system topic subscription? Is there any DeleteFailed / Creating behavior for a specific endpoint type (webhook, Azure Function, Logic App, storage, etc.)? Do you have ARM locks set on the Event Grid resource, its resource group, or the topic/system topic? When the subscription gets “stuck in creating,” do you see any error details in Activity Log (or diagnostic logs)? Are these failing subscriptions all in the same resource group and same Event Grid topic/system topic, or spread across multiple?

I believe the stuck subscription is a custom topic. It looks like creating a new topic also gets stuck.

We are currently only using webhook endpoints

I cannot find any locks that have been set

I don't any details in Diagnostic Logs, but they were just turned on recently

These are all failing in the same topic, but we currently only use one in this Azure subscription
