The Windows File Recovery utility is a command line app, even though that is available on the Microsoft Store, it cannot be used in Windows 11 S Mode.

Switching Windows out of S Mode is a one time operation that cannot be undone, if you do not want to switch out of S Mode on your PC, there are other free File Recovery utilities available on the Microsoft Store that will work in Windows 11 S Mode.
