Based on your description, this appears to be a current design limitation of Copilot Projects where some conversation actions are not yet available directly within the Project view.

Since this behavior is related to product functionality and user experience design. I recommend submitting feedback directly through the Microsoft Ideas Community at Ideas · Community. The product team is in charge of the site, and they constantly check customer reviews and feedback. The higher votes, the more attention the related team will pay on. And a lot of the features are developed and improved based on customer feedback. After you submit feedback, you can leave your feedback link in here so me and other users can upvote your idea.
Personally, I agree this would help make Projects feel more like a complete workspace and improve workflow consistency for multi-threaded work scenarios.
