Grandson locked out of Google and Laptop with multiple issues

Grandson was using laptop and out of the blue it came up with the message "You can't use Google Chrome because of your family safety settings".

  1. We have never set family safety settings
  2. It locks us out of most if not all activities.
  3. His school has said they don't have control over his microsoft account. (Checked as Microsoft Office is free through school).
  4. He believes his email used was a gmail account but cannot remember password.
  5. I have tried a password recovery and reset but it appears his phone number wasn't recorded. (Makes sense as we didn't allow him to have one until 2 years ago. Is there a way of having Microsoft phone to resolve issue as this is very complex? I'm wiling to try peoples suggestions but have tried many ways already but keep hitting brick wall. Very annoyed Microsoft appears to have thrown a blockage at him that is totally unnecessary and rendered his laptop useless and unable to do school work.

    Dear Michael Andersen,

    First: Check which Microsoft account is signed into Windows:

    Windows Settings --> Accounts --> Look under "Your Info"

    Check whether Family Safety is actually active:

    Settings --> Accounts --> Family

    Look for: A family organizer (parent account), child account
