Microsoft Partner Center account is a Hotmail account from way back and doesn't have owner/admin access to Workspaces

The main account I'm using to access the Partner Center Portal was created using a Hotmail account a very long time ago and it doesn't seem to have access to several Workspaces in the partner portal. There was no Azure account used when originally setup. The "admin" account is a user with an email address from Hotmail and hasn't been updated since. I need to either get owner/admin access for the Hotmail account or transferred it to my domain account which I have added just recently.

Does anyone know what options I have or what is possible in my situation.
