Partner Center requires a work account in a Microsoft Entra ID tenant; a personal Hotmail/Microsoft account cannot be used as the identity that owns or administers Partner Center workspaces.

- Assign roles to the new domain account
- An existing Account admin, Global admin, User management admin, or the Owner/Manager of the relevant program (Marketplace, Microsoft 365 and Copilot, etc.) must:
- Create or locate the new domain-based work account in the tenant.
- Assign the necessary Partner Center roles to that account so it can administer the required workspaces.
- Role changes made in the Azure portal can take up to one hour to propagate to Partner Center.
- An existing Account admin, Global admin, User management admin, or the Owner/Manager of the relevant program (Marketplace, Microsoft 365 and Copilot, etc.) must:
- If no admin/owner is available
- If the original owner/admin associated with the Partner Center account is no longer available and there is no active owner in the seller account, an Admin or Account Admin must submit a support request to have ownership updated. The request must include:
- Organizational consent to update the owner.
- The Microsoft Entra ID details (email of the proposed new owner, tenant name, and tenant ID) from the Tenants page under Account settings.
- If the original owner/admin associated with the Partner Center account is no longer available and there is no active owner in the seller account, an Admin or Account Admin must submit a support request to have ownership updated. The request must include:
- When sign-in or account access is blocked
- If there are issues signing in or recovering access (for example, no global admin available, or only one global admin and it is inaccessible), follow the account access escalation paths described in the sign-in troubleshooting guidance (for example, contacting the appropriate Data Protection team or support channel for the tenant type).
In practice, the viable path is to ensure a proper work account in Microsoft Entra ID (your domain account) is granted the necessary Partner Center roles by an existing admin/owner or via a support-assisted owner update. The legacy Hotmail identity itself cannot be converted into a supported Partner Center admin identity.
