I have lost one of my azure subscriptions due to inactivity. It has been more than couple of months. I don't need to recover it and I'm okay with creating a new azure subscription. I tried and even provided my credit card. My credit card got authorized but process failed and I again see the deactivation message. I'm not able to create a new subscription for my Microsoft account.

The error AADSTS5000225 indicates that the tenant tied to the Microsoft account has been blocked due to inactivity. When a tenant is blocked, it can prevent creating or using Azure subscriptions until the tenant is reactivated or a new tenant is used.

Based on the documented behavior and similar resolved cases, use these steps:

  1. Check whether the tenant can still be reactivated
Tenants blocked for inactivity can be reactivated only within a limited time window (20 days from entering the inactive state). After that, the tenant is permanently deleted and cannot be recovered or unblocked.
  2. Try accessing the tenant directly
Attempt to sign in to the Azure portal using the tenant-specific endpoint (replace placeholders with the actual tenant ID or tenant name):
    • or https://portal.azure.com/<yourTenantName>.onmicrosoft.com
If access is restored, create or manage subscriptions from there.
  3. If the tenant is still within the reactivation window
The tenant administrator must contact Microsoft support and request tenant reactivation. Use the global support channels referenced in the tenant-inactivity guidance and provide the tenant details. Do not open multiple support requests for the same issue; instead, continue working through the existing case until a decision is received.
  4. If the tenant is past the reactivation window (permanently deleted)
Once the tenant has been blocked for more than the allowed period and deleted, it cannot be recovered. In that case:
    • Create a new tenant in Microsoft Entra ID (via entra.microsoft.com → Entra ID → Manage tenants → Create).
    • After the new tenant is created, access Azure using the new tenant endpoint (https://portal.azure.com/<newTenantName>.onmicrosoft.com) and create a new subscription there.
  5. If subscription creation is still failing with the same block message
This indicates the billing account or tenant is still blocked. Follow the tenant reactivation path above and work with Microsoft support to clear the block before attempting to create a new subscription again.
