How do I speak to a representative?

Contacting Microsoft appears to be the biggest circle in the world. I have made several request for refunds for unused service, but all I get is another opportunity to request the same refund. What direct number is there for complaining about service and fees? This process is very frustrating. To add to the one problem is reporting the actual problem, with all these self-generated tags that have nothing to do with what I want to report.

Not that I know much where you should go, but for which services do you want a refund? Microsoft 365? Azure? Something else?

In that case you need to create billing support ticket in the portal. While technical support for Azure for some support levels are here in Microsoft Q&A, billing support must always go through a regular support case. I don't know about your chances to speak to a representative, but I would expect that you have to be quite a big-wiz customer to come that far.

The purpose for the post is to get the correct information required to see the process all the way through. I have made the request, and disconnected all related services only to make the same request again and acquire new charges.
