I am trying to activate Azure for Students.

I signed in using a personal Microsoft account and completed academic verification using my university email address. The academic verification appeared to complete successfully, but the Azure for Students subscription was not created.

At the final stage, Azure failed with:

AADSTS5000225: This tenant has been blocked due to inactivity.

After that, I created a clean personal Microsoft account and tried to complete Azure for Students again. However, the verification page now says:

“This email account has already been used for verification this year.”

So the situation is:
