App Installer app (.msixbundle installer) crashes silently without launching setup windows

I'm trying to install a modern Windows application that comes as an .msixbundle format package. When I double-click the file, a tiny blue circle appears next to my cursor for half a second, and then absolutely nothing happens. No install wizard, no background task error, nothing. My Windows App Installer service seems completely broken. How do I fix it? Thanks.
