Hi everyone, I got this email from Microsoft Azure yesterday on my non-profit subscription:

Important update: Eligibility for Quota Tier upgrade We are pleased to inform you that, based on your recent usage and account standing, your subscription {subscription-no} is now eligible for an upgrade from your current Tier (Free Tier) to the next Tier (Tier 1) within our AI Services platform. What does this mean for you?

  • You will gain access to the enhanced benefits and features associated with the next Tier.
  • The upgrade will be processed automatically unless you choose to remain at your current Tier. What do you need to do?
  • If you wish to remain at your current Tier (Free Tier), please follow the link within the next 3 days.
  • If no action is taken, your subscription {subscription-no} will be automatically upgraded to Tier 1. If you have any questions or would like more information about the Tier upgrade process, please contact our support team. Thank you for being a valued customer.

I'm currently using this to test out some new tools for our nonprofit to streamline operations. I'm not sure we actually need to go beyond the free tier but would be interested in trying out some of the better models in case it helps streamline operations even more.

My question is will be able to return to the free tier if I upgrade now? and is there anything else I should know about before making a decision?

Azure AI Services (Foundry) has introduced Quota Tiers - Free Tier and Tiers 1 through 6 where quotas increase automatically with usage to help avoid rate limit errors. The upgrade from Free Tier to Tier 1 does not automatically start charging you, and for a nonprofit subscription it would give you higher quotas and better access to models issues like being unable to deploy certain models or getting zero TPM capacity are often tied to Free Tier limitations that Tier 1 removes. On whether you can return to Free Tier after upgrading Microsoft does not publish a formal downgrade path for AI quota tiers, and based on community experience the answer is generally no. Once upgraded, reverting typically requires opening a support ticket and is not guaranteed. So if you are unsure, it is safer to stay on Free Tier for now and upgrade intentionally when you have a clear need.

For your nonprofit use case, the Free Tier is a reasonable starting point for testing. If you find yourself hitting rate limits or unable to access specific models, that is the right time to upgrade deliberately through the portal not through a link in an email.
